Updated (28MAR2017) to reflect Phile Version 1.7.1 release

jaccms is basically a fork of Phile cms. I haven't really altered the core phile very much at all, juts a few tweaks. There were some changes that I couldn't do in a plugin. Most of the plugins will also run fine in a standard phile cms site. This documentation is primarily for my own use. I don;t expect anyone else to use what I've done. My goal is to I hope to learn enough to not fork phile!
